Export of Motor Vehicles from the People’s Republic of China

This Compliance & Sanctions Statement sets out the legal, regulatory, and ethical standards under which Dragon Wagon Export Co., Ltd. (“Dragon Wagon Export”, the “Company”, “we”, “us”) conducts its business when exporting motor vehicles from the People’s Republic of China to international destinations.

Compliance with applicable laws and regulations is a fundamental condition for all customers, counterparties, and transactions.

  1. Commitment to Legal and Regulatory Compliance

Dragon Wagon Export Co., Ltd. conducts its operations in accordance with all applicable laws and regulations, including but not limited to:

  • Laws and regulations of the People’s Republic of China governing export, customs, and foreign trade
  • Applicable international trade controls and economic sanctions regimes
  • Anti-money laundering (AML) and counter-terrorist financing (CTF) regulations
  • Anti-bribery and anti-corruption laws

The Company maintains internal policies and procedures designed to prevent unlawful, prohibited, or non-compliant transactions.

  1. Sanctions and Restricted Parties

Dragon Wagon Export Co., Ltd. does not engage in transactions involving:

  • Individuals or entities listed on applicable international sanctions or restricted-party lists
  • Persons or organizations subject to asset freezes, trade restrictions, or export prohibitions
  • Transactions intended to evade, circumvent, or violate sanctions laws or regulations

By engaging with the Company, Customers represent and warrant that they, their beneficial owners, and any related parties are not subject to sanctions and are not acting on behalf of sanctioned persons or entities.

  1. Restricted Destinations and End Use

Certain countries, regions, ports, or end uses may be subject to export restrictions, enhanced compliance requirements, or prohibitions under applicable Chinese or international law.

Dragon Wagon Export Co., Ltd. reserves the right to refuse, suspend, or cancel any transaction where:

  • The destination country or region is restricted or prohibited
  • The intended end use of the vehicle raises compliance concerns
  • There is a risk of diversion, re-export, or transfer to a sanctioned or prohibited destination

The Customer remains solely responsible for ensuring that the vehicle is imported, used, and transferred in compliance with all applicable laws in the destination country.

  1. Customer Due Diligence (KYC / AML)

To meet its legal and regulatory obligations, Dragon Wagon Export Co., Ltd. may require Customers to provide, at any time:

  • Proof of identity for individuals
  • Corporate registration and ownership documents for legal entities
  • Beneficial ownership and control information
  • Importer-of-record details
  • Source-of-funds or source-of-wealth documentation

Failure or refusal to provide requested information may result in rejection, suspension, or termination of the transaction.

  1. Payments and Financial Compliance

All payments must be made from accounts held in the name of the contracting Customer or entity.

Dragon Wagon Export Co., Ltd. does not accept:

  • Anonymous payments
  • Payments from unrelated third parties without prior written approval
  • Payments intended to conceal or misrepresent the true source of funds

Suspicious, irregular, or non-compliant payment activity may be reported to the competent authorities where required by law.

  1. Anti-Bribery and Anti-Corruption

Dragon Wagon Export Co., Ltd. maintains a zero-tolerance policy toward bribery, corruption, and improper influence.

Customers must not:

  • Offer, request, or facilitate bribes or improper payments
  • Request or encourage unofficial payments to customs officials, port authorities, or other public bodies
  • Engage in conduct that would violate applicable anti-corruption laws

Any such conduct or request will result in immediate termination of the business relationship.

  1. Right to Refuse or Terminate Transactions

Dragon Wagon Export Co., Ltd. reserves the right, at its sole discretion, to:

  • Refuse to provide services
  • Suspend or cancel transactions
  • Withhold shipment or documentation

where compliance, sanctions, AML, or legal concerns arise, including after payment has been made.

Any refund, if permitted by law, may be subject to deduction of incurred costs and legal obligations.

  1. Customer Representations and Warranties

By engaging Dragon Wagon Export Co., Ltd., the Customer represents and warrants that:

  • All information provided is accurate, complete, and truthful
  • The transaction does not violate any applicable sanctions, export controls, or trade laws
  • The vehicle will not be re-exported, transferred, or sold in violation of applicable laws
  • All destination-side import, tax, and regulatory requirements will be complied with

Any breach of these representations constitutes a material breach of contract.

  1. Ongoing Monitoring and Regulatory Changes

Sanctions regimes and trade regulations are subject to frequent change.

Dragon Wagon Export Co., Ltd. reserves the right to:

  • Request updated information at any time
  • Reassess compliance prior to shipment
  • Suspend or cancel transactions affected by regulatory changes

The Company shall not be liable for delays, costs, or cancellations resulting from changes in applicable laws or regulations.

  1. Reporting and Cooperation with Authorities

Where required by law, Dragon Wagon Export Co., Ltd. may:

  • Report suspicious or non-compliant transactions
  • Cooperate with regulatory, supervisory, or law enforcement authorities
  • Disclose information pursuant to lawful requests

Such actions do not constitute a breach of confidentiality or contractual obligations.

  1. Relationship to Other Policies

This Compliance & Sanctions Statement forms part of, and should be read together with, the Company’s:

  • Terms of Service
  • Privacy Policy
  • Sales invoices, order confirmations, and related contractual documents

In the event of any conflict, the Terms of Service shall prevail unless mandatory law provides otherwise.
